AWESOME!!!
No one could have predicted that SB 196 would have had such a drastic affect on the 2012 Outfitter Registration. As of January 14, NM Department of Game and Fish Outfitter Registrar indicated there were only 90 outfitters registered in 2012 so far. The deadline is February 15. Out of the 90, only 60 qualify for the 10% pool under the strict Outfitter rules set out in SB 196. In 2011 there were 286 registered outfitters in NM. Yes, more will register before the February deadline, but I can tell you it won't be that many and there certainly won't be many added that will qualify for the 10% pool. As such.....the odds can only be better......and we predict a whole lot better.

NM Game Commission Passes New Outfitter Rules
In 2010 the New Mexico Wildlife Federation and United Bowhunters of NM (not the original UBNM) mounted an all out attack on outfitters and the quota that was agreed to in 1996. The bill that introduced into the legislature by George Munoz removed the outfitter allocation and the quota was proposed to change from the 10% non guided non resident, the 12% outfitter pool, and the 78% resident allocation. The new numbers proposed were 90% resident and 10% non guided non resident. The lines were drawn and the fight was on. Outfitters had to fight back and in doing so used the fact of huge losses to the states tourism economic benefit if the bill was passed as their platform. Legislators listened and understood. However, the outcome was not fair as the non-guided non resident took the lions share of the loss with the new allocation being 6% to the non guided non resident,10% to the outfitter pool, and 84% to residents. The outfitting industry fought to make it an even loss of 2% each to the NGNR and Outfitter pool. Unfortunately the New Mexico Wildlife Federation and UBNM would not budge on the the 2% to the NGNR and insisted on the 84% total. Now the outfitting industry is being blamed for the additional loss to the NGNR pool by the NMWF and UBNM and the groups have vowed to continue the attack. At this point gridlock and very sore feeling exist amongst the sportsman of NM and the outfitting and agricultural groups. This is sad for all of us. A SMALL BRIGHT SPOT IS THAT THE PROPOSED UP FRONT LICENSE FEE HAS, AT THE REQUIREMENT OF THE GOVERNOR, BECOME REFUNDABLE TO BOTH RESIDENTS AND NON RESIDENTS!
